Kelly Jin

Kelly Jin is Chief Analytics Officer for the City of New York and Director of the Mayor’s Office of Data Analytics. She also serves as Co-Chair of the New York City Automated Decision Systems Task Force.

Kelly brings over a decade of diverse public service and data analytics consulting experience to the Mayor’s Office of Data Analytics. She pairs a broad range of analytics experience in both the public and private sectors with a deep understanding of policy and strategy for federal, state, and local governments.

Prior to the Chief Analytics Officer role, she served as Director at the Laura and John Arnold Foundation where she identified data-driven investments to support effective state and local government policy making and operations priorities. While helping lead the Foundation's Data-Driven Justice project, she leveraged data and technology to identify more effective, less costly solutions for those frequently involved with local criminal justice and health care systems.

Before the Foundation, Kelly worked in the White House Office of Science and Technology Policy as a policy advisor to the U.S. Chief Technology Officer and Chief Data Scientist. Kelly also built and co-led the City of Boston’s analytics team, working alongside police officers and firefighters to gain a deeper understanding behind data collection to make informed decisions and recommendations.

Her earlier career included advisory roles in the White House Domestic Policy Council, U.S. General Services Administration, and as a management consultant assisting governments in strategic planning, process improvement, and change management.

Kelly holds a degree in economics from the University of Pennsylvania.
